Why does Volibear's 'e' only work on minions?

We have so many other champions with fears in this game. When Warwick howls he fears EVERYTHING (champions and minions). Why can't Volibear do this too? Volibear is just as terrifying as Warwick.

Those are different abilities. The main differences are: _ Volibear e has a big base AOE damage and a good AP ratio, while Ww E doesn't do any damage. _ Volibear e slows for 3 seconds, which is longer than 1 second fear, and stack well with Voli q (slow for 3 second after the CC is great, and helps proc the w as well) _ Stats: Voli e range is bigger, cooldown is lower at low level, but mana cost is higher.

I think it doesn't make much sense to compare ability to ability anyway, because they usually make a whole with the kit of the champion.

Warwick e: Primal Howl COST: 40 MANA COOLDOWN: 15 / 14 / 13 / 12 / 11

ACTIVE: Warwick reduces all incoming damage for up to 2.5 seconds, or until Primal Howl is reactivated. DAMAGE REDUCTION: 35 / 40 / 45 / 50 / 55% Primal Howl 2 Once the damage reduction ends, Warwick unleashes a howl that causes all nearby enemies to Fear icon flee for 1 second. Landing Infinite Duress.png Infinite Duress will automatically reactivate Primal Howl, but the target will not Fear icon flee.

Volibear e: Majestic Roar RANGE: 425 COST: 60 / 65 / 70 / 75 / 80 MANA COOLDOWN: 11

ACTIVE: Volibear deals magic damage to all nearby enemies and Slow icon slows them for 3 seconds but Fear icon fearing minions and monsters for 3 seconds instead. MAGIC DAMAGE: 60 / 105 / 150 / 195 / 240 (+ 60% AP) SLOW: 30 / 35 / 40 / 45 / 50%

Yea, obviously they're different. But one of them is allowed to work on champions. An ability you're able to use on champions is 100x better than any ability that can only be used on minions.

It can't only be used on minions though, it's still a decent, long, slow, and damage.

Now, if I can dream for a moment? I would love to see some damn AD Ratios on the poor polar bear.

Because Voli already has CC on a basic ability, while WW does not.

What do you mean "basic ability"? Do you mean non-ultimate ability? I don't think it really matters where the cc is. Voli has a flip, which isn't nearly as good as an AOE fear and a suppression. And you can potentially dodge Volibear's flip if you just run away from him. Eventually his mobility will run out and he won't be able to chase you anymore. Warwick will chase you all day.

Not true. Warwick gets an AOE fear on his 'q'.

Voli's 'e' being a slow doesn't even make sense. It really should be a fear (which it in fact already is) that works on champions.

Oh right yeah that was dumb of me. Not really sure what I meant to say.

But point it, Voli doesn't need even more CC. He's a juggernaut, I think, and he is more focused on damage than CC.

Among other things, Warwick's E is delayed and telegraphed.

Volibear's is basically instant.

It's like asking why Ammumu ult prevents champions from attacking, but Quinn Q only works on non-champions.

It's a nonsensical comparison.

That's a double negative

This is just unbearable

Because the minion fear was a fun little bonus they added to what was originally an AoE slow nuke, not something that's core to his kit the way adding Hard CC out of nowhere would be.
