A high skill cap makes champs hard to balance, which is why Riot tries to keep Azir from becoming too meta. I mean, look at Ryze--absolutely shit right now because he'd be OP at high elo if they didn't take care of him. Zoe's skill cap is decently high, but not so high she's always amazing at high elo and garbage at low.
