Its like after the patch where reksai got through pbe, balancing was done by a plastic 6. This is the first time i see there is like 5 champs below 40% winrate. Sure winrate doesnt mean everything but that honestly only applies to 45%-52%

The reason carries games especially in the lower ELO, no one saves 
or Stuns so they engage all in and then goes in last kills 2 people resets her skills and wipes everyone (Your Fault) not an unbalance.

I did my research im a kat main over 700 kat games last season, Katarina is just like any other champion even Akali which is still highly OP if she gets fed and no one uses pinks.
. The best way to counter her is (CC) all you do take (Exhaust) more than one person can take exhaust not just for supports.
. Then build Magic Resistance.
. Ward Properly Don't over extend, and for the love of god don't stay on the turret with low HP because I will dive you at level 3 with Katarina if I can, and live low elo players.
. Use Combo's such as Leona, Oriana, Yasuo, Sejuani, If played properly you will win team fights every time if your team lacks skill you lose the game well deserved, out of many games I look for mistakes made by others if I see bot laners holding their turret low HP I will roam down there dive and take the kills, go back mid, feed off mid lane more and (GG) that is your team's fault.
Playing SOLO Q that is just how it is all around unskilled players all around you can get matched with which is just one of those champions where Katarina, Akali, Leesin excel in carrying.
To be more specific I took a Katarina vs Akali and a well skilled team last season the game lasted over an hour.

Simple reasons.
. One team has better communication than the other . The losing team is unskilled or makes a mistake.
Yeah she has a hard carry potential, I just played Katarina, I couldn't carry my team even when being fed because 3 of my players were unskilled, we had a leona without proper runes didn't know how to engage, and a Warwick who didn't know what to do, but tried, in general they were not intentionally throwing just very unskilled of players if they listen to chat exactly what I said to do in group fights we would have won the game even with a ADC who did badly but instead they chose to run around feeding, not landing stuns didn't focus in a group fights so we lose.
This proves that not even a Kat can carry a game, its about skill and proper plays when playing against hard carry champions like Katarina, Akali, the reason Kat carries games so much is because her ultimate hits 3 champions hard, but its also easy to counter and play against if you know how which the enemy team understood thing my team did not, if they were equally skilled the game would have lasted like an hour.
Instead of thinking about just win a lane phase think about what will happen in group fights when choosing a champion instead of doing single target champions, no crowd control, no combo Katarina Excel in group fights, and ganks if played properly.

he ult is actualy almoust immune to cc with the last change riot made to it if you dont remember (the ult deals most of its damage right after the activation, and less when she is finishing her spinn)
now she isnt just a low elo pubstompler, she became a viable and working midlaner, and is close to being owerall good pick in most of situations
SmokingPuffin1 votesPBE is not an environment where balance testing is practical. There's a low number of players, an even lower number of higher level players, and many players that are experimenting with stuff rather than tryharding. You will not get much useful balance data out of this setup.
PBE is for finding bugs and gathering feedback on look and feel. It's for catching things like that Riven bug where she could autoattack cancel too quickly after Q, or that time where Atlantean Syndra looking sickly.
