Flip the Mastery Tree around...

Why can't keystone masteries be accessible from level one. They provide so much additional power to champions that if you don't have one and you get matchmaked against people who do (All the time because of boosting and premades etc) you are at a distinct disadvantage. So why not flip the Mastery Tree around and have the Keystone as the "Base" Mastery with the additional stats stacking from that. It just makes more sense, especially helping to benefit new players.
