Can we report junglers for refusing to gank due to personal/non-game based reasons?

I had a jungler refuse to gank me for the entire game because i didnt come to help him while he was 1v1ing someone in the jungle about half the map away from me.

This would be somewhat reasonable if it didnt happen while i was dying and being chased by my own enemy laner (or if it actually happened anywhere near me, botlane was legit closer to the fight.)

They refused to listen and instead said that i was "trash", "silver" (the fuck does this have to do with anything?), and that he would not be ganking my lane.

A different game, i had a jungler refuse to gank my lane because, "you dont gank the losing lanes" (i wasnt actually losing, just pushed in), which makes absolutely no sense and is incredibly unfair to the laner.

Another game (last one i promise) i had a jungler refuse to gank my lane because they were in a premade with botlane and only ganked them.

If it was a game-based reason, like "im not ganking the 6/0 syndra 5 levels ahead of me", thats fine, but when its a personal reason like "i dont like you so im not ganking you", that is absolute bs and should be reportable.

That's absurd. First of all, you DO gank the losing lanes. That's exactly when you should gank, it's a way to turn the tide. Second, you're right, your rank has nothing to do with it. I guess he was saying "I'm so much better than you that I don't trust you to handle my gank properly." But I'm a damn professional and I'm happy to help lower-ranked players. Particularly outright newbies. That logic doesn't hold up if the jungler is actually as good as he thinks he is. Probably just trying to make himself feel like he's more important than others treat him in most of his games.

At best, people like this are idiots. At worst, they're toxic. I say report them for negative attitude, explain the offense, and let them eat their punishment. Pretty sure most would agree that not ganking for garbage reasons like that is worthy of at least a negative attitude punishment. And before anyone says this doesn't work, I report people for negative attitudes every day and I get notices every two or three days that one of my reports led to punishment.

ganking losing lanes can also lead to giving up double kills...if the enemy is that much ahead and you, yourself, aren't fed then sometimes it's best to ignore the lane or wait until the support can roam too

Well, it depends on just how far gone the lane is. Ideally, a jungler can get in when the lane first starts to slip and help turn it around. If not, as the OP said, at least say so. "Bad idea to gank mid, Zed's really fed."

if the losing lane has some cc, like, a botlane with leo or sion, or a top with ryze, or a mid with anivia, kills are easier and less risky

You can report but Riot probably isn't going to do anything about it. Yes junglers shouldn't be playing favorites but they should also be ganking when they are seeing the best opportunity for a successful gank and for their abilities.

When im being all-inned by the immobile enemy laner pushed up very far with no summoners up and we have vision of the lane, yeah thats a successful gank. If they choose not to do it for personal reasons, thats bs.

yea i'd say that would fall under negative attitude

Quick answer, no. You can't report them for that. Though you can report that first one for toxic. Second one, it is the jungler's decision who he ganks. I don't know if you were actually losing or the matchup or anything else, but a smart jungler ganks lanes to get them ahead, not to get them out from behind. If he feels it is a difficult lane to gank, he doesn't have to either.

Wasnt losing, both of us were 0/0/0, they just assumed i was losing cause they shoved me in (a valid reason to gank, in fact.)
