knowing they dont even have to build any damage
To be fair, both of your examples had a damage item. Cleaver gives tanky and damage stats with an offensive passive, and rageblade... is rageblade.
From what I've seen and heard, the best way to deal with tanky bruisers is to counterbuild and counterplay appropriately given the specific champion. As a general rule (there are exceptions, but every class has those. Bruisers aren't special), soft cc helps kite the immobile ones, BORK typically helps against the HP stackers (especially cleaver rushers), and so on.
If you're playing a carry and you refuse or can't build a sixth defensive item, you have to rely on your teammates. If you can build a sixth defensive item, BV is good against bruisers who need to land a slowing skillshot (like Mundo) to get close, frozen mallet is good for those vulnerable to slows, GA is okay against those who rely on an entire combo and you're not at risk dying to the rest of the enemy team (Darius is one example here), and so on. If you're taking the kiting route, considering getting the furor boots enchantment.
There's not one given way to dealing with them, just like any other class. You can't deal with Vayne the same way you would deal with Ezreal.
But yes, they can be overbearing when overtuned and/or fed.
