Again buff for AP Fizz

Removing power from one type has to lead to compensation just saying.

There are some champions that people hate and Fizz is among them but.....he never gets a serious nerf and he never gets out of meta.

- Was obnoxiously broken few patches ago until Riot implemented that slight delay on his Q(2nd part), also, he kinda fell out of favor after all this CC and devourer.

- Roflstomped once, and probably never again because Riot literally removed 1 spell from her kit.

- Way too much CC for her to handle today, one of the most hated assassins out there - finally out of meta.

- Was literally the same for eternity > gets played in LCS > Silence removed because who cares.

- Let's make a Renekton bar so others can match him > Buff others to the point when "Renekton Bar" sounds funny.

- Released with an overloaded kit > nerfed every single patch to the point where barely anyone plays her > randomly nerfed again.

MEANWHILE:

- Constantly getting lovetaps and power swaps even tho hes retardely broken and annoying either way. Ad/Ap/Bruiser? Nwm, we will nerf AD and Bruiser this patch and make AP even more annoying, when everyone gets mad we will nerf AP but buff Bruiser Fizz because we like him and he has to be viable in every single meta.

- Reworked because her Q was OP, bugged, toxic? Reworked because she had 2 forms and 6 spells but she was rewarded just for using one single spell? Nwm, lets leave her Q broken and bugged and let's add a MARK for BONUS LEAP and BONUS EVERYTHING on her other form to make Nidalee players rewarded for using both forms and not spamming just those bugged spears around because having 2 OP forms is better than having 1 .

- "Leesin to Riot's heart" Was dominant 3 damn seasons, finally gets "nerfed", finally get's countered by Cinderhulk > RIOT: "WHAT HAVE WE DONE"??? > Let's buff him again before worlds. Wouldn't be surprised if they add a "small" QOL change to his Q so he appears BEHIND his target for an EASIER R because of ''MUH SKILLCAP" even newbs should be able to do an easy insec :3
