New Runes Question

I was playing around with the new rune page creator, and I found myself wondering something.

So, one of the new runes called Celerity transfers 8% of your bonus movement speed into AD or AP (adaptive). My question is this: Does MissFortune's W: Strut count?

Also, would Celerity benefit Ahri after casting Q? One more thing, item actives such as item 3142, would that count as well?

Help would very much appreciated!

Bonus MS refers to any MS increase that isn't base MS. So yes all of the above should count.

It's basically Hecarim's passive on a rune.
