Just a thought on adc/apc teemo and lethality

I was thinking can teemo be played at bot lane as an adc or apc whichever you prefer? I have seen some but he didn't do so well but it might be because of the players and not because of teemo himself.

The on-hit build is really good on him. If possible could someone suggest some adc/apc on-hit builds that are good on him? Mobafire is meh at the moment.

The reason i don't prefer top teemo is because there are many strong picks for top that can overshadow teemo in lane and in team fights. Top teemo has to be a pro to be useful compared to champs like quinn, jayce, maoki, illaoi, fiora, irelia, jax and i don't want my team to complain.

Also i just don't get how lethality is making some early game champs strong but useless in late game. Can anyone explain lethality to me in detail and if it can be used on teemo? I will appreciate it, thanks.

Lethality level 1 is 60% effective as armor pen was 1 ar pem = .6 leth it scales with enemy level though. Where before it was .4 but scaled late to the same damage at 18. to armor pen 1 = 1 Teemo Doesn't really abuse lethality, more that people abuse it against him item 3147 got a damage buff and improved damage, it makes his shrooms pretty much worthless for 8 seconds of diving him well he doesn't have anything to protect himself with. item 3814 at the same time, protects them from being blinded by the Teemo's Q So the reason why teemo's have been giving up on going straight ap is so they don't become worthless. As far as teemo bot. I think supports much better as he procs spell thiefs with auto's to have a decent amount of money made and once the enemy is level 6 he loses a lot of potential as a adc/apc as your dueling potential is lowered.
