Is Urgot supposed to be able to reactivate his ult while he's CCed?

Being able to use abilities while CCed is reserved for specific abilities that make sense with the kit (Trynd's ult being a good example). Urgot's ult doesn't really seem like something that absolutely needs to be able to be reactivated when he's CCed. Idk it just kinda feels bad when you CC him at the perfect moment so he can't kill you/a teammate, but then it didn't matter because he can just reactivate it anyway. For how powerful the ability already is, I think being able to reactivate it while CCed is kinda dumb, but that might just be me. It's not overpowered just really frustrating to see happen.
