a) Most or all of the opposing team is dead b) Your team has secured one or more of their inhibitors, forcing the other team to play defensively. c) Your team has the lead (risky - ish)
But during this time gap, wouldn't it be better to push instead? Baron is never a guarantee you'll achieve victory, taking all the turrets and nexus is. Baron steals and cleanups are also common in higher Elo's.

If we are going to talk about higher elos a) wouldn't be true, considering a lot of the times, either if you know that they have no vision and are too far away, their jungler has no smite (Most people don't miss smites at 'higher elos'), you have a lot of earth dragons, or you have enough damage to burst it down anyways, a lot of teams will still go for it in the 30-45 seconds that they have to take it. b) Refer to above example c) Refer to A+Many teams in LCS and other competitive play on the world stage have taken baron while behind to be used as a means of catching up.

Also, you don't notice that if you are pushing, that gives them ample time to take baron if they have enough damage for it.
