Lucian is in a bad state at the moment (IMO)

Back then quite some time ago, people had told me that Lucian's winrate in LCS is 0% with 19 picks (not sure if accurate with amount of picks) but im not sure what his winrate is about now and how many picks he has now, alright his Q W E Ability are fine and his R, but the problem is.. I feel like Riot had a little bit over nerfed lucians passive, It makes it slightly complicated and unpridicting (well for me at least) on how it can kill off the minions, his winrate is also right below 47%

Like just mini buffs to his passive, Im not asking for reverting back for his AD physical damage on his 2nd shot.

so is the passive able to be like

from 30 / 40 / 50% AD physical damage on the second shot to 35% / 45% / 55% sound fair and good enough?

What are your thoughts? And do you consider him underpowered or balanced at the moment?
