DW Diana1 votesRiot are TRYING to allow more solo carry potential in games. They're also trying to allow this solo carry potential come from any lane. So yes, snowballs will happen more (thought not because of the super minion bit but because of the extra gold for towers etc), but it won't just be from bot lane. A snowball mid or top will be just a strong as adc's will have to wait until late game to be strong enough to carry hard.
