Can we give an extremely small buff to scaling CDR blues to make them total 15%?
Its 0.3% CDR off.
This means .034% @18 to each blue.

jinxedchef1 votesI think it is just some kind of rounding error. http://leagueoflegends.wikia.com/wiki/List_of_runes#Scaling_Cooldown_Reduction says 1 scalling CDR blue is 1.67. Times 9 equals 15.03.
