Mini Garen rework, New passive

This is a change to make more interesting without changing his play style much he will still spin to win, The change is aimed at making Garen more of a leader and inspiration to his fellow soldiers

For this to work only his passive needs to change so all his other abilities remain the same However since this would be a net buff his latest buff will be reverted so he would lose the 25% armor shred on his E

Base stats change health regeneration up ^^^ Base Health regen. 7.84 – 16.3 12 – 30

New passive

Galvanizer Range 750 Whenever Garen takes action he inspires allies around him to follow his lead This causes him to apply a buff to nearby allies whenever he uses an ability for the same duration as said ability Additionally his perseverance inspires allies to do the same making them benefit from Garens Base Health Regeneration in the same area around him

The following buffs will be applied to nearby allies

• Activating Q Boosts nearby allies movement speed by half the amount for the same duration

• Activating W gives nearby allies temporary bonus resistances equal to his own up to a maximum of 30 for the same duration

• Activating E inspires allies to deliver quick justice allowing them to ignore a portion of resistances, 2% per rank for as long as Garen spins, Garen gains this same buff too and ignores 2-10% resistances of enemies whilst spinning

• Only 1 buff can be active at any given time!

• The exception is Garens R which applies all the buffs upon use for 3 seconds + rank of ult for a total of 4/5/6
