Did riot assume Ahri players are braindead or something?

I don't get why they gave her the speed buff when using the Q. Still to this day it seems excessive, and unnecessary. Like somehow the braindead's can no longer combo everything, so apparently they need some mobility? Selling em short riot, really sad.

She's meant to be a kiting sort of mage that damages over time, so it makes sense to me.
