The only damage buff he got was to his Q gust base damage and ratio. That's it. He got a nerf to his E damage to minions and his ult damage reduction got removed and the CD got increased a few patches before. He used to be built like a tanky mage. Now people build him full AP. It's mostly the way that people build him that makes him look waaay stronger than before.

well Vel koz Q has a 40mana cost on his and a 3mana per sec regen and he is abused bottom lane. I don't see why you are complaining about Galio being a mid laner when Aatrox and irelia exist.

Galio main don't want him to be a Tank.
