Why are Ionian boots of lucidity so useless?

This is a horrible item no matter who is building it. There isn't a single item in this game that grants 15% (or 5%) cdr. Since the cap is 40%, you'll always have more than what you need or you won't be able to reach 40% at full build. So why don't we adjust the numbers on this item so people are able to reach the cap? I suggest making it 10% instead of 15% and reducing the cost slightly.

My cdr runes get me 15% at lvl 18, there are two masteries that get you 5%.

Riven buys this.. as a display of her certain disregard to needing armor... or any defense what so ever.

CDR Runes and Masteries, or simply not placing the arbitrary rule on yourself to get exactly 40%.

Well, excess CDR is gold that could have gone to other stats. Just saying.

I mean 35% not 45%

Oh, my bad sorry

Some people grab the 5% cdr from masteries and finish it with the boots.

CDR masteries, Lucidity + Grail/Morello is the easiest 40% CDR you'll ever get. It's standard for me on mages.

5% cdr on mastery for a utility AP poke support champ (maybe sona <3 u Sona )

use runes and masteries bruh.. they can fill that 5% so easily

I didn't think that cdr from masteries or runes counted towards the cap.

Why wouldn't they? If they didn't count towards the cap you could get something like 60% cdr easily which on a number of champions would be extremely problematic. It's a hard cap nothing over that can exist outside urf
