Does Ezreal ever feel strong?

I've been playing Ezreal a bit lately and he never seems to feel strong. He feels pretty safe, but I have a hard time making an impact.

Is there a good build that will help, or is that just how he is?

Sure against BpS right clickers bot he is shit.

But have u tried him against any thing other than ADCs ? ... he is really broken now solo lane with that Q buff.

Against AD mids, sure.

Against AP mids item 3078 is better.

Take item 3147 instead of item 3070 in both matchups.
