I dont even blame Junglers for never coming Top anymore

What the point of going top when you can just spam ganks between Mid and Bot? Top meta has degenerated into pretty much playing a Tank because Melee Damage is fucking abysmal in this meta of 20 heals and shield per carry plus zero effort CC for days. Getting a tank ahead or putting one behind is practically meaningless because Riot shoved all their power into their kits in exchange for nerfing tank itemization. As long as a tank isnt like 4 levels down they function practically the same. Ganking for one is practically meaningless. Why would the jungler waste their time ganking this lane over others? There's really no reason to. Top lane feels like dogshit right now with almost no power over the game. You just pray your bot lane wins and afk farm until its time for you to be a meatshield for the important roles

... then pick a non tank or even a non melee top lane? Why let the meta dictate how you play and enjoy the game?

Regardless of what champs are played top, the OP does have a point. As a main Top lane player, I can tell that in many games, Top has much less of an impact compared to bot. And this is with experimenting a variety of roles from going tanky (tanky Cho'gath with stoneplate cheese) using champs that can split push or even an assassin that can quickly roam and get back to lane when needed. You can still be useful as top, but for the most part it's whoever wins bot, wins the game.

I've had games where I was dominating top, could just run over my lane opponent and split push fairly quickly, but my bot fed their bot and the enemy ADC comes along and then boom dead. It also doesn't help that this is "league of snowball" meta too so bot gets a bit ahead, they have more gold, more control over the map, better chances of getting dragons and then if they take advantage of that it's just forget it.

Also on the flip side have had games where I just try to play safe and my bot wins the day and just facerolls and I just feel like Im that extra background guy in the movie or show while the main characters bot win the day. Sure I'll take the win, but it's not as fun as having an impact.

Most others when I play safe I just play as Cho, get big. Try to stay literally on top of my ADC and act as meatshiel/bodyguard with all my CC and stoneplate ready in case an enemy tries to initiate or an assassin tries to jump in and burst my ADC down. I see you over there Pantheon. Come on buddy. Try and jump on my Draven with me right next to him. See what happens. I got 5k health and both Ult and Stoneplate off CD.

Really though, changes do need to be made.
