I don't see any nerfs in 8.10 among the items. When it boils down to it, it's all adc BUFFS.
I know on its face, some of the reworks look like good things.... the 200 g increase to
items, the removal of Crit from
and
, but I can ensure you..... it's NOT a nerf.

Then there's
's change. No longer offers Crit, but it's 20% CDR, and the champions who use it.......
Benefit far more from the new passive than the old one.....
gaining 30% Attack speed on basic attacks and earlier CDR and non ult CDR is HUGE, because it makes his W/Q/E more spammable. Even fast champs won't be able to outrun him because of Relentless Pursuit's cooldown being reduced on steroids
Doesn't need crit on her E, and Essence will reset her Q, making her even more spam friendly.
Deadly Plumage will become spammable, meaning there is no outrunning her, and she can reset cooldown on her E in the process. If she has perpetual 30% move speed, she will likely lane multiple E Roots. Double Daggers also becomes an almost instant skill after her Ult.
Not to mention..... Xayah will have up to 180% Crit rate in ADDITION, which hyper steroids her E (in 180% Crit rate, E feathers gain 90%, NOT 50% per feather.)
In other words, she's going to hit for 40% more damage.
I don't know about anyone else...... but 1 of three things happens here:

Riot intends to adjust these champions after the patch, (which took 4 weeks to fix Jhin and Yi after the
snafoo). -
They intend to leave them like this: which means new adcs will be the hard meta, and the only way to fight them is going to be 1 shotting their HP (kind of how it is now, but more under these items)

They delay the patch and only implement parts of it until they figure it out.
P.S. What about champs that have "Ultimate" buttons, but don't actually have an Ult, like
(probably why he's being reworked) with
. Phoenix Strike is going to put all his other skills on hyper cooldown reduction.
