But it's perfectly fine that Ahri, a ranged assassin (with 4 mobility spells), have a 1k range 2 seconds stun that also makes her poor victim move to her location, decreasing their chances of survival (from 2% to 0%).

The only time she is practically ever guaranteed a successful charm is when her target is already walking straight towards her. ALSO, it is her only form of CC.
Talon, on the other hand, had an instant, point and click, teleport silence, coupled with a decent slow, AND a short invisibility, all adding up to mind numbing burst damage.
Yes, Ahri is still sort of an assassin, but she has no where near the amount of burst damage a Talon can have. Yes, she is more mobile, but she also takes a hell of alot more skill in order to use her kit effectively. She is also not very lane dominant, with pathetic early game damage, and is easier to shut down then you think.

Ahri takes more skill than talon? I'm not saying she's faceroll but there's only two ways you can get massively fed with talon-your enemy has brain damage or you're insanely good with him. He's very weak in lane against pretty much everything because his W costs a lot of mana without doing much damage until you buy a decent amount of AD and jumping onto his opponent no longer gives him an advantage because they can still counterattack with spells while you're stuck in their minions. Meanwhile ahri just needs to not die and gets to spam a 4 second orb that gives her a huge speed boost and isn't hard to land at all while having 3 flashes to land charms or kite back. Talon if you're not fed you're dead weight-can't even assassinate their squishy before they pink ward your ult and just chain CC you because you have no escape.
