Problem champions are always more likely to get changes, same goes for champions with tweakable kits. If you're an unpopular champion with a flawed kit, you are doomed to sit in the corner until the rework happens.

His kit just doesn't have good interactive points. You can't miss Q, you can't miss W, and every matchup in lane comes down to: Can they dash out of range after I pull them? If no -> they die, because you have a spammable slow on W alongside bonus MS from your passive. If yes -> you die if they're ranged from kiting, or a melee just gets to be zoned off creeps for the duration of their dash cd.
He embodies the reason old phage was removed from the game.
