when will glass canon melee builds be viable again?
unless you are someone called zed or yasuo going half tank and half damage will always be better on melees of any type.
its kind of silly how strong defenses are in this game.

when the ridiculous damage in this game finally gets toned down
Its called Bruiser and its always been in the game. Why would it go away?
When was glass cannon viable at all? Assasins like Zed and Talon unleash their combo and die in teamfight, if they are not cced.

pre fiora rework, pre yi rework and yi rework before the Q and ult gut, pre poppy rework, pre sion rework, pre eve gut,

You are talking about champions that were called "unhealthy" for the game with low counterplay.

because reworked fiora and yi was/is most certainly "healthy" for the game right? they are only JUST NOW getting around to nerfing the tank+damage bull shit builds they have gotten away with for so long. tank sated yi has been a terror ever since sated was released in the game. the only rework that they have done that i would consider "healthy" for the game is poppys rework.
Pre rework Poppy was never a glass canon. She had tank level durability because of her stupid passive.
Glass cannon builds tend to get trumped by hybrid tank/damage builds now. In terms of most melee champions anyway. Unless they change the way resistances work, I doubt glass cannon melees will ever be a thing unless you're playing an assassin. They can't do that because assassins would be really, REALLY busted if they made resistances weaker.
It takes a lot more skill to play glasscannon without dying a lot, you need really good timing and positioning. Being half-tanky just makes things much easier.
You can play champions like Evelynn, Shaco and Yi without tank items, you just need to really know what you're doing.
Probably when they stop getting 1-shot; either from an off-screen carry, or from a telefragging assassin.
Probably never.
Glass cannon melees that deal sustained damage are simply a concept that does not really work in League. Melees need to either withstand the damage thrown their way when voluntarily moving into the enemy range (tankiness) or be able to prevent said damage in the first place (being burst-based). Glass cannon sustained damage can do neither, and thus is not viable.

it works with yi, yasuo and it did work with fiora before her first couple of nerfs.
granted, adc yi needs almost godlike reflexes to be pulled off. but if youve seen cowseps stream, he used to run glass cannon yi and carried games with him, before fervor made the bruiser build simply stronger than any adc build.
thats supposed to be the tradeoff for melee adc. they have a ton of outplay potential and are mechanically difficult to pull off on glass cannon builds. but they can hard carry games if you have the mechanics and reflexes to dodge deadly cc with them.
i think fioras biggest problem that keeps her from being a viable melee adc is her ult that holds her back. if not in a 1v1 scenario, the ability is really shitty and almost impossible to pull off.
you ult a target, he flashes over a wall, or you get hit by a single cc ability, there goes your impact on a teamfight. meanwhile in a 1v1 scenario, its probably outright overpowered.
they need to rework her ult imo. her base kit is actually really well designed. just some scaling issues with her passive and too high base damage. but her ult is pretty terrible for her and her opponents to play around.
tryndamere is another melee adc who needs a large scale rework.
i believe melee adc can be viable and balanced. they have been throughout most of season 5 actually.
its just that large changes to the game, especially the addition of fervor as item independent on hit damage buffed the shit out of on-hit bruiser builds (112 on hit physical damage from fervor).
and the amount of damage in general in the game is absolutely stupid. including a lot of assassins being in the meta right now, which again makes tanky builds just more reliable than glass cannon melee builds.
Probably when a glass cannon can stay in combat with a tank long enough to kill the tank before the tank kills them. No point in building tank-killer adc melee when the tank can assassinate you long before you can kill the tank.

thats really not the problem. glass cannon melee adc never lacked the ability to kill tanks.
its just that fervor allows them to build tanky and still deal boatloads of damage. so its simply more reliable to build them bruiser.
They can kill tanks, but not before the tank kills them. That's my point. A glass cannon Yi is not killing Tahm Kench or Malphite first, given equal gold and level.

tahm probably not, but malphite gets shit on by a good yi.
his ult makes him immune to attack speed slows and thats mostly what makes malphite strong against carries.
