with all these new cdr items I think having 
not give cdr would be good

If they didn't have CDR, well for one, they wouldnt be built out of the gold items and for two the supports that do build them would have to fill a slot with a sightstone that otherwise adds no meaningful stats
LilxPaprika1 votesthe gold portion/path does not give cdr. so it can still build out of it. supports that choose eye of the watcher ... do not have to devote a slot to sightstone which itself does not give cdr, allowing them to use said slot for a cdr item.
