Jungle EXP changes have made it (more) impossible to play from behind

Jungle is already by far the shittiest role in the game to play from behind, what was the reasoning behind these changes?

EXP from minions and kills was left alone while EXP from the jungle was decreased; if you're behind, the majority of your EXP is coming from the jungle, meaning you fall further behind while the enemy gets further ahead.
