Okay, I get it, I was salty in a ranked game, I deserve a 10 game ranked restriction.
But wait, I have to WIN 10 games before I can go back into ranked. Sorry, but it is literally impossible to win in normals when people constantly treat it like a joke, afk, troll, and feed. Can it be redone so you just have to PLAY 10 normal games?

Welcome to how it feels to be someone who's never been ranked restricted or LPQ'd due to violating the Summoner's Code. As a side note, I HAVE been chat restricted AND two-dayed for AFK, Verbal Abuse, and Offensive Language. That was almost two years ago and haven't gotten a warning or case since.
Good news is you don't get sent to prisoner island, and will probably reform.
Bad news is people still have to put up with this kind of behavior (at least from the worst of the worst, not necessarily 'salt', I take everything with a grain of salt anyway) way more than they should until The Tribunal comes back " Soon™ "
Positive behavior is quite pivotal in the influencing factors that determine whether a game is won or lost, not just skill or matchmaking. That's kind of the point of ranked restrictions. Be positive and you'll win your games in no time.
