Does Wit's End's MR steal apply after Void Staff ?
It's common knowledge that flat magic penetration applies after percentage reduction. So for example, in the case of 
, Void Staff would apply its percentage reduction first before the flat penetration of the boots. However, since Wit's End uses a stacking debuff to apply it's MR steal, I'm wondering if it works differently or if it works like stat based flat magic penetration. I can't find any information about this specific interaction anywhere on the internet so I'm asking here. Does anyone know for sure how these two interact ?
