I hate feed fests as much as the next guy, but I don't think an earlier surrender is going to really help much of anything. Bot lane is already a feed fest for one side or the other given early ganks from mid and jungle. Whoever can get their bone lane ahead first by just applying just a one kill pressure and immediately it becomes a losing lane that can't recover at all. 350g is a third of a major item which means your carry has more damage, can shove to wave faster and the enemy/yourself must respond to either faster waveclear or higher sustain.
It's easy to be the support and not worry about farming, just poking, keeping an eye out for ganks down there, but since I've started to be the carry, I can honestly say that I'm terrified whenever I go up to farm, constantly keep aware of the enemy jungler, have that bush warded as much as possible and how every stun/share/crit can mean the end of my lane. I'm back to being a decent Ashe, but still for me it's as difficult as 1v3 laning when I Ahri which happens more often than people would think.
Bot lane is by far the most vulnerable lane with the highest impact when ahead, but least when behind. Mid lane must either force that roam to burn a flash or heal to put the other at a disadvantage or try to keep the enemy laner in place from doing the same. Again, because I'm so used to being a support main, I tend to play the two roles simultaneously and will often drop a control/pink ward on the bot side of river to see if they're going to roam. I used to punish hard for when they roam, but now I have to respond by following because if mid is going down, jungler is too which means that 2v2 became a 2v4 and at the least I can force either into a 2v3 or a 3v4, sometimes even getting a 1v3 if I can take some of the attention away from the enemy side bot laners.
Realize that can go for any lane, but short of it is: there's going to be feed lanes somewhere, would a quicker surrender make it any better?
