I'm 90% sure they're just trying to save face after not noticing your ping.

I've found it to be more reliable by pinging 2-3 times and then pinging a trail of careful pings down the river.

It is however your job to apply pressure so that way your laner cant roam the entire game with no repercussions. chances are you were prolly sitting iny our lane with the wave frozen even though your laner was roaming right? take his fucking tower when he roams stop freezing wave so theres 0 pressure.
