Could Gangplank's Parrrley not get Ignored by Jax, Fiora, and especially Pantheon?

It's unfair to have Gangplank's only reliable "steriod" negated by these champions early game while they outscale you heavily. I remember back in Season 2 you could go tanky versus these champions and hopefully be relevant mid-game where teamfights begin to start but now it's literally impossible to be relevant unless the team is doing well in the other lanes. All of these champions now scale hard due to item and penetration changes.

If they were buying early armor to soft-counter then cool but they don't have to. All they need to do is buy some sort of Lifesteal item and they can all in anytime they want. Pantheon just throws spears until you just afk at fountain and leaves no way for you to trade with him/engage him because of Aegis. Fiora just waits till until she gets all three skills and just all ins and leaves you with no way to fight her since she negates your Parrrley making TF/Stattik Shiv(GP's core items) useless against her. And Jax.... Well fuck Jax!

Please consider changing Parrrley to not be blocked. If you do this change then going against these matchups with Gangplank won't be an instant loss.
