But it isn't just Garen. Just check this Shyvana game I played in ARAM.

The amount of kiting in this game.... I never touched my full ms after leaving base. ;_;
Problem is if you buff Garen for high Elo, you completely fuck up low elo. When your team doesn't know what a kite is, or what being the Villain means, Garen is arguably the most broken character in the game, being that he'll one-shot your villain with two abilities, and dumpster your team with is damage and armor reduction. He's also way too tanky to actually deal with.
He needs a Darius level rework, where Riot actually adds counterplay to his kit, while still giving him meaningful strength. Otherwise he'll be binary as fuck.

if im not mistaken they said how they are looking at small changes for garen currently
right now its his W they're finding ways to make it more interactive besides "press w enemy hits you"
I don't see why instead of the villain mechanic Garen can't have a reset on his ult (balance dmg accordingly). Is there any reason Darius gets one but Garen doesn't?

First question right there references this:
"So if you take a popular lower ELO champion like Garen and vow that he needs to be picked at pro, you could end up with a monster with a 65%+ winrate in Silver. You could do a big rework on him so that his winrate in Silver was around 50% and close to that for pro, but he might end up so mechanically complex that he isn’t as popular as he is today (or more likely, probably wouldn’t stay at 50% in Silver for long)."
This doesn't just apply for pro, but higher elo's as well.
Saying this is just an excuse from riot just shows how full of ignorance you are for their balance team. There's much more for riot to consider than you or I would initially think.
This is exactly how singed mains feel right now too
