It was good on any ADC. Was it better than other options? maybe not. I think the problem was that it had way more impact early game, but early game supports are generally getting their final gold item, sightstone, boots, and some kind of defensive/utility item. By the time most supports could afford to throw gold at Censor, their ADCs were generally beyond needing it. It was also dependent on being able to proc it on multiple targets at once, which meant that while Alistair, Sona, and Lux could get a lot of mileage out of it, Soraka, Karma, and Nami were pretty limited in use of it.
