Would being able to buy runes with RP be considered pay to win?

TSIA. I know there may be a couple with this opinion. And at the very least if this option was there, people wouldn't have to wait so long to have a decent shot in ranked.

no. that's what dumbfucks would say.

And if you think tier 3's are so important i got to diamond on euw with tier 2 blues and only the basic ad/armor runes last september.

If you suck runes wont help you climb trust me.
