your score doesn't matter, only what you've said in chat. you could go 29/0 in a ranked game and carry your team, but it would still be a valid report if you were toxic

Yes, false reports can be a problem. If I were to guess, at least 10% of reports are complete BS and the person making them is often aware of it but just frustrated. The ones who rage the most are usually the first to ask for reports on others (especially if said player contradicts any of their ridiculous claims).

When a challenger is smurfing everyday in silver elo, can I say that it is immensely toxic and frustrating, and ruining the game of the other 9 players, even if he doesn't use chat ?

You were probably trolling, letting allies die, blocking their escapes (e.g. Anivia wall or Trundle icicle), or many other things. Or people could just be dicks. There's a better chance for that one.
