Okay, what can they do about it that wont just be abused?
Well, they did add /remake.
Nothing for ragequits, but remake is pretty handy.
What would you like to see done?
Instead of just complaining, how about offering something that works to deal with the problem?
Since they like to copy Blizzard, maybe they could also copy the afk system from Overwatch. And not Heroes's because the ai is trash.

If someone leaves the game before the minions spawn AND before first blood, remake should be eligible.
Currently it only works if they're disconnected before the game starts.
It took less time for the atomic bomb to be developed lol
If someone AFKs in the middle of a game, give them a (starting off) 30 minute leaverbuster. ONLY if they afk after the time in which /remake no longer will work. After which, give the rest of the team the option to /remake for the same amount it'd be if they dodged in champ select. If that's not excessive enough, give the rest of the team a 5 minute leaverbuster if they /remake, but don't actually count it towards their behavior or anything like that, so if they dodge again, it'd still be a 5 minute leaverbuster.

My idea is probably dumb/bad but here goes...
If somebody goes afk/leaves allow a player to sub in through customs games where you can find them ETC and if you win as a sub you only win half of the LP same with Loss OR add a bot who can play?
