He does great early and late game damage, he has 2 escape tools, he is ranged, he is tanky, he can play any lane and has a fast and healthy jungle clear while also being able to counterjungle against most other junglers. His kit has been loaded for a year now and it seems ridiculous to me.

Divine Winds2 votesIf behind, graves is useless. He has 2 skill shots. He needs to reload. His auto can't target you if you are behind wave. Although he does have a fast clear, pick someone like lee sin, start blue and take his red.
No one talks about him as much because, even though he is overloaded, there are better jungle options at the moment (lee, ivern, rengar, zac)
PapaGreg213 votesGraves is an ADC that is somehow better than half the junglers at their role. Even though there may be 5-10 junglers better than Graves, he is still in the top half of junglers. Plus, every champion in the game is pretty useless if behind except for maybe janna and blitzcrank. A soft tank or a damage dealer without items is universally going to be pretty bad. I think you are trying to point out more that there are stronger champions than Graves when it comes to certain roles and there are ways to deal with him by counterpicking well but I don't see any real weaknesses to his kit.
Divine Winds1 votesHe also has no hard cc. This is very important, as there's no way to stop an enemy if they try to escape (assuming your laner also doesn't have cc). Unlike Zac, Rek'sai, Lee Sin, Elise, Rengar (conditional), Graves relies on damage to rather than utility to shut down an enemy. Although rengar relies on damage too, Graves relies on it even more. If you are saying that Graves is good because he has 2 escapes, tanky, and is ranged (although range doesn't apply late that much), Riven is twice as good as everything that graves does. And Graves is no longer balanced as an ADC. He is a jungler, because of his autos (which can't reach). Graves has a good kit, I agree. But there's no such thing as a kit or champion without weakness in the game, or they would be getting 60+% winrates.

GaryFreakinnnOak1 votesHe doesn't do great against super tanks since his autos don't go through people (that doesn't mean you can 1v1 him, it means hes much less useful in a teamfight). He also really struggles vs control mages like Syndra and Victor. If you happen to be an ADC or a bruiser he's going to feel overbearing to play against since you need to rely on your team to deal with him (ADC you need your support/tank to position between you and him, and as a bruiser you need a second damage source to burst him so he doesn't drain tank you).
