Does anybody have a build that makes the most use of movement speed items, masteries and quints?

On top of my head are the boots of mobility, anything else?

On Garen, I actually go for Swifty or Merc, Deadman, Phage, and I use 3 MS Quint. It's generally enough to catch anyone.

For AP, especially supports, you can try Lichbane + Luden (+ Ardent Censer if heal/shield) and the Coin active. I sometimes built all 4 Aether wisp upgrades back in the previous season on Sona or Janna.

For AD champs that build less beefy than Garen, the way to go is basically the Zeal upgrades, and maybe Youmuu. Triforce is very good, as a combination of both Zeal and Phage.

Do the different aether wisp items stack with each other?
