Is Karthus viable amongst the new champions?

I've been trying to pick up Karthus and I just have such a hard time landing Q on my opponents. I've seen devastating Karthus players who carry team fights, but with the release of all these mobile champions, his Lay Waste, a big part of his kit, seems like it can't keep up with the rest of the game.

It feels real unfair when you're laning someone like Yasuo and he can dodge out every skillshot at no cost. Usually if somebody uses a dash to dodge a skillshot you can capitalize on it, but not with these endlessly mobile champions.

Is this a matter of experience? I haven't played Karthus much yet, so there's a good chance I have no idea what i'm talking about. Or is he falling behind in the meta because of mobility creep?

karthus is still some of the hardest scaling mages

Yes I know, that full build Karthus R is crazy strong, but the rest of his kit feels lacking. Even his ult isn't strong until he reaches like three items, and he's so easy to punish early and for being out of position because of his lack of hard cc. I guess I want to know if he's worth learning right now
