Teemo as a jungler?

Lets be honest, teemo with his 50%+ winrate is balanced, right? Before you all say i don't know the champ, i certainly do and you can test my knowledge if you wanted to. But most of the issues with teemo are regarding his abuse in lane and lets be real, all ranged top laners have similar issue and now we are seeing vayne top (even more) that actually counters tanks and unlike teemo, does not need to go ap or ad depending on her match-ups. But lets say a teemo was a jungler because his shrooms would be a great tool to provide vision throughout the map that laning teemo can't and especially to make it that much harder for enemy jungler to farm, if you place the shrooms near his buffs. It's still not viable!

But for teemo to be a jungler, he definitely needs to lose some power in lane. I wanted to ask the community if there are any suggestions that could make teemo more viable as a jungler, without significantly changing his kit? Maybe after couple of suggestions i can add a suggestion which makes the most sense according to everyone.
