Why is dodging a game punished more harshly than an afk?

If you dodge, you get a timer that keeps you from getting into another game.

If you afk a game, there is no punishment. The other 9 people you're matched with have to play out a game which for some ends up being a hostage situation that they can't get out of, and that player can just start a new one when the game is over.

That’s not true at all you can be placed in low priority que that has 20 minute wait times

No, if you afk you get the same timer before queue as the dodge, but for the next 5 games. However, the "afk catching" system is glitchy and doesn't always register an afk as an afk. So you're both right and wrong.
