After playing however many games after the patch, I can safely say that Kog'Maw is the weakest carry

It's not even so much about the game length, but the strangely contrived way that Riot hangs onto mechanics like his ultimate's mana price increasing per shot when it's meant to be an execute now instead of dealing bonus damage baseline. His laning phase is basically non-existent until you either get Guinsoo's Rageblade or Blade of the Ruined King, and even then he can't really trade unless you max Q first for the 60% attack speed buff at level seven with his W up.

Then you have the fact that he's so much of a niche pick, that you're more than likely going to run out of mana unless you get a constant supply of blue buffs due to your ultimate's mana cost. I just don't know at this point, I mean yeah he can melt teams with a good support, but at this point he may as well just be played mid and as an AP.

I mean shit, he does more magic damage than Corki does, and the other is advertised as the "magic damage" ADC.

he's not made for lane winning or 1v1 he's a teamfight adc just like sivir

As I have said before; Kog Maw is currently the champion with the absolute highest damage potential. The downside is that he needs to be protected / needs good positioning. The average team will not be able to provide this.

The only way Kog will be given better defenses , mobility or range, would be if his damage potential is drastically decreased and we know that will not occur ... they are specifically trying to avoid homogenization of ADCs.

Add to all of this, another big problem is Kog needs time... games are ending faster and faster, because of this Kog is effectively underpowered because he can NOT reach his necessary late game to demonstrate his power. So this is one of the rare occasions where I would say, it is simply he does not fit the meta.
