Are you really trying to compare jayce's hammer form E to vayne's E? They are two completely different champs. Jayce's E top was completely broken.
His thundering blow isn't the issue. It's the fact that he can poke you from over 1500 units away for massive damage. XD It's still going to do %hp damage right? It doesn't need to have extra damage on top of that...

Meanwhile, Condemn still has more counterplay.
Condemn doesn't have more range than her AA. Ability range and AA range are calculated differently (AA's are from the edge of hitboxes, abilities are from the center).
8% max health is 60-80 dmg at most, unless you stack health, and requires 3 hits to proc. The thing totally does 130-160 dmg (750-1000 HP) whilst a hammer does 400+ dmg in a single hit.
People are never gonna stop complaining about Vayne until she's unplayable. She's not good, just stop.
