So you think having the ability to dash is everything do you? Well...
How do you explain this?! Shocking, am I right?

boards sentiment =/= actual power

That table appears to be an ADCs table and as such doesn't have enough information.
Also, stat table =/= in game power =/= board's sentiment, although they might be related. Having said that, data can be skewed by the number of people and how good they are, with more players usually meaning way more bad players; That means that a champion who is barely played with really good players can easily rise, while high profile champions can have lots of players doing bad dragging down the score.
It could also mean you are right, but the number of champions with dashes far outnumber the number of ADCs which has a consistent position.
Those champions' winrate are high because they are easier to play(except for Draven). Therefore, their low elo winrates are higher. I'm pretty sure this is an Iron-Bronze winrate page. You also have to consider other ADC, such as Jhin who do not have dashes. Anyway, champions with dashes or blinks rarely have the best winrates, since they are the most oppressive. They are nerfed for their ability to escape and engage. So, yes, the ability to dash is "everything" a normal laner cares about and Riot usually acknowledges that.
So where is the conveniently neglected division(s) where this data is from?
Either way, Sivir/Jinx/Ashe have been pretty overlooked for a while now.
Take a closer look at all these champions. What do they have? Self peel or MS buffs. Self peel is better than champs with dashes because CC=GG. That however is only true because damage is so r%%%%%edly high- the second burst meta is gone you can say goodbye to these win rates. That's because chasing your targets will be harder when you can't kill them instantly and instead have to chase. So less damage = mobility king. Batshit crazy dumbfuck overloaded damage = CC king.
