Even if you don't think she's exceptionally strong, anyone has to admit that she is ridiculously annoying to play against. i think out of most of the support champions lulu is the most annoying to fight by far. Her ultimate gives way too much health and polymorph is just pure cancer.

Seriously that's the only reason she's remotly ''too'' strong right now. By herself she's keeping the current burst meta in check. As soon as the meta will shift, she'll fall of of flavour.
