Damage through shields to proc lethal tempo?

So I was playing a game as Ashe a moment ago and noticed I wasn't procing lethal tempo when I thought I should be...But when I watched the replay I took note of something...It didn't proc when I attacked shields. Does it not proc unless the damage is able to get through the shield???
