Urgot ult does not hit if fired at time of death?

Is this how it's suppose to work. I was dove by Shyvana and Pantheon, I figured as a last ditch effort for some damage and maybe a kill, I threw my ult out point blank. No way it could miss. Video provided. But even though the ult did fire, it didn't hit at all. I think I would have gotten Shyvana as she would have been slowed by the ult possibly taking another turret shot and the ult damage may have been enough but nothing.
