Stop simply increasing damage to buff;find other solutions that could contribute to Skill Expression

Even if it makes for an easy balancing lever later in the event you overtune something, one thing we've undeniably lost post-Runes Reforged is a strong display of skill expression.

Scarra himself has said that the new RR changes ultimate bring forth (in his guestimate) 10-15% more damage to the game, and isn't necessary for warping how every Role interacts in the game; he also added that he'd like to see more skill expression return to the game && that reducing the damage would be a great start to doing just that.

The approach to seek out other solutions beyond just amping up damage is something I do miss from the Old Balance Team, but I'm trying to my faith and trust in this New one; and frankly I feel a new balance philosophy needs to come into play for game health at this point.

**P.S. Riot has addressed concerns regarding just tweaking damage for balance by stating it made for an easy tuning lever; not pulling this out my ass. **

I've been playing since S2 and I've never felt that the balance team has done a worse job than in S8. We went from a frankly terrible adc/ardent meta where ADC's ruled to an absurd burst damage meta where conqueror made tanks irrelevant and everything dies so quickly you barely have time to react.

Probably just going to play for my daily win and that's it until things change.

Except players dont like it when people get sheilds because they feel like thing never die even though sheilds only turn 3 second deaths into 3.3 second deaths. they dont like when you give champions good cc because all the skill experession cc gets chained with the dumb shit like arhi e cait traps and e
