Having to wait 2 years on top of an extra few months that total over half of a year is pretty ridiculous.
But giving immunity to a perma banned player's summoner name should not be a thing at all.
Permabanned player gets banned, remakes account with same name a minute later.

In doubt you can simply wave-clear and push her under tower while staying out of her range. Her Wave-clear is quite lousy and if she doesn't get many kills or CS she simply won't be able to assassinate effectively.
I know I wouldn't want a name associated with a person who earned a permaban. What's the rush to share the reputation?
