Having to wait 2 years on top of an extra few months that total over half of a year is pretty ridiculous.
But giving immunity to a perma banned player's summoner name should not be a thing at all.

If someone else got it, I'm not going to press the issue. I've never been a fan of choosing names being used en masse. I definitely wouldn't want the name if it earned any sort of bad reputation, which permabanned players tend to do.
