how hard is it to copy and paste their forum system and get some translators to rewrite the language if you need to?

EDIT: i've been informed that the forums for koreans was updated just like our forums except they got to keep the better looking and appealing format.

I bet the Koreans are asking "Why the hell does NA get a new forum and we get stuck with this shit old one?"

It's not actually the old forums, they have a new setup as well with nesting and such. The aesthetic is very close to the old forums, but mechanically speaking it's more similar to the Boards than the old platform.

2 things Board desperately needs.

Paging, in comment and in the main page.
Smooth transition between Chonological and Discussion View.

with those, Board can surpass the old forum.
